The notification for this mission appears after Lily receives a strange broadcast. A Judge Lawton in the nearby town of Marshall has extended an invitation for survivors to visit the courthouse, and Lily encourages the player to check it out.
Once the player arrives at the courthouse, you interrupt a debate between Judge Lawton and Sheriff Carl on how to best deal with the zombie threat. Judge Lawton then takes the player on a short walk around the courthouse, justifying her control over the area, and establishing her rules.

- After Judge Lawton walks away, Sheriff Carl asks if the player could provide some assistance to the courthouse by clearing out some nearby infestations. This is the start of the next mission, Civic Duty.
